CA must cut back its use to 4.4 MAF/yr in “normal” water supply years.

The reservoirs are full now - but storage will be drawn down over time as Upper Basin uses increase.

Will allowing CA to now continue to use more than its basic apportionment amount of 4.4 MAF/yr unduly raise the risk of future shortages?

Assisting CA (“soft landing”) while the Plan is put in place (cutback occurs) vs. future risk of shortage to other States.
