In 1992, Congress passed the Grand Canyon Protection Act, Title XVII of Public Law 102-575, and directed that operations of the power plant in Glen Canyon Dam take into account downstream impacts while affirming the critical role Lake Powell plays in meeting interstate water allocation needs. The Act makes operations for downstream purposes subject to the dam's primary water allocation function. It directed the Secretary "to operate Glen Canyon Dam ... in such a manner as to protect, mitigate adverse impacts to, and improve the values for which Grand Canyon National Park and Glen Canyon National Recreational Area were established..." Section 1802 of the Act directed the Secretary to establish and implement long-term monitoring programs and activities to ensure the Glen Canyon Dam is operated "... in such a manner as to protect, mitigate adverse impacts to, and improve the values for which Grand Canyon National Park and Glen Canyon National Recreation Area were established, including, but not limited to natural and cultural resources and visitor use."
