Introduction:
This memo contains information regarding the larger irrigation diversions in the Snake/Salt River basin. This data is used during the planning process to determine the use of water for irrigation purposes, and to incorporate this use in the river modeling effort.
Diversion Selection:
As with other basin plans that have been completed in Wyoming, the initial inventory was to include diversions of 10 c.f.s. or larger. The diversions to include in this inventory were determined from records of the State Engineer’s Office in cooperation with the local Hydrographer/Commissioners, as well as the Superintendent for Water Division IV. Other slightly smaller diversions that are seen as important with regards to irrigation in the basin have also been added to the inventory.
Methodology - Data Gathering for Operation Memoranda and Diversion Records:
Data regarding the selected diversions were obtained from a variety of sources. The water right data for each diversion was obtained from the Hydrographer/Commissioners Regulation Lists as well as the State of Wyoming Tabulation of Adjudicated Surface Water Rights. Operational data was obtained directly from those involved with the ditches, such as a watermaster or irrigation company or district representative.
It was discovered during the data collection process that diversion records for facilities in the basin are not readily available. Flows at most diversions are not generally recorded. Data was collected from the Hydrographers’ Annual Reports, however only a few of the diversions were represented in these records. Also, most of the flow records consisted of spot readings on a particular day, with only a handful of readings available. The lack of diversion data in the basin is indicative of the relative lack of regulation on the diversions in the basin. While some water users do call for regulation in certain areas, many ditches are controlled by irrigation districts or companies. This type of self-regulation is possible due to the fact that many diversions are located on reaches of a stream or river that generally run dry or nearly dry during the summer. These companies have determined that it is in the best interest of their irrigators to divide the water equally without invoking regulation by priority. This is typically the case where many appropriators obtain water through a common diversion and ditch system that was likely built with resources of those with both junior and senior rights. Water is usually divided by taking turns for using the water depending upon the water available. As a result flows are typically not measured, only the time allowed for irrigation. In addition to the self-regulation of diversions, there is no regulation of stored water for irrigation use, as the water stored in the basin reservoirs is for uses outside of the basin.
Due to the lack of diversion records in the basin, the modeling effort will incorporate diversion flows based on the consumptive irrigation requirement for the crop being irrigated. This method is further explained in the technical memorandum prepared by Boyle Engineering entitled “Surface Water Data Synthesis and Spreadsheet Model Development”.The inventory of key irrigation diversions is shown in Table 1.

Diversion Description: Diversion structure with three 3’ x 2’ slide gates is located on a bend in Swift Creek.

Conveyance Description: The Afton Canal is an open channel canal with a length of approximately 100 yards. At that point, the water enters the intake structure for the Nield String Pipeline and the West Afton Pipeline. The Nield String Pipeline consists of approximately 5 miles of pipe. The West Afton Pipeline consists of approximately 4 miles of pipe.

Estimated Canal Losses: Unknown, however canal length is very short.
Irrigation Practices: Nield String Pipeline is 100% sprinkler irrigation. West Afton pipeline is also 100% sprinkler irrigation.
Crop Types / Consumptive Use: The area served by the Nield String Pipeline is approximately 50% alfalfa, 15% grain and 35% pasture/grass hay. The area served by West Afton pipeline is approximately 12% grain, 12% alfalfa and 76% pasture/grass hay.
Return Flows: No return flows.
Other Operational Information: The Nield String Pipeline is generally turned on the beginning of May and turned off the end of October. The West Afton pipeline is generally turned on the end of May and turned off in mid October. These systems have adequate water for operation throughout the year.

Diversion Description: Concrete structure with leveling boards across creek, 4’ by 3.5’ slide headgate on side of stream.

Ames & Gould Canal, Salt River
Diversion Description: The diversion for the Ames & Gould Canal is no longer in operating condition, and has not been used in over 15 years. The sources of water for the canal are return flows from the East Side Canal and runoff from tributaries east of Etna (i.e. Stewart Creek, possibly others) that enter the East Side Canal.

Diversion Description: Concrete headgate can divert practically entire stream. 20 ft. x 5 ft. inlet screen with ¼” openings for pipeline intake located adjacent to headgate structure.

Conveyance Description: Gravity flow pipeline, approximately 27 miles of pipe of various sizes. The system divides into three major laterals with sizes of 16”, 24”, and 36”.
