***** The State Engineer's Office Well Permits of the Bear River Basin coverages were clipped from the Wyoming Statewide coverages. The original metadata is preserved with the exception of noting the datum change from NAD83 to NAD27. ***** Metadata: Identification_Information: Citation: Citation_Information: Originator: UW Spatial Data and Visualization Center Publication_Date: 199908 Title: Wyoming Well Permits Publication_Information: Publication_Place: Laramie, Wyoming Publisher: Spatial Data and Visualization Center Online_Linkage: URL:http://www.sdvc.uwyo.edu/clearinghouse/human.html Description: Abstract: Contains approximately 84,000 point locations of Wyoming well permit locations on file with the Wyoming State Engineer's Office. They range in dates from the early 1900s to 1999, but are located only to the nearest 40 acre parcel. All locational information and attributes were imported from the Wyoming State Engineer's Office Well Permits Database stored in a MS Access database. Purpose: This data was created specifically for use in the Wyoming Ground Water Monitoring Priortization Project, to define areas of ground water use. This data should be used with extreme caution based on the inaccuracies associated with township-range locational descriptions as well as some data inaccuracies inherent in the State Engineer's Office database. SDVC has discovered several errors, but has no way of determining the correct values. Points with known errors were removed from the database Completeness_Report: unknown Logical_Consistency_Report: does not apply for points. Positional_Accuracy: Horizontal_Positional_Accuracy: Horizontal_Positional_Accuracy_Report: There are two sources of error associated with the transfer of location description from township/range/section/quarter/quarter to latitude/longitude. First of all, because the latitude/longitude generated is the centroid of the quarter/quarter section, the actual well location could be anywhere within the quarter/quarter section, or 279 meters. Secondly, the program used to convert the TRSQQ to Lat/Long (Polzer and Arneson, 1999), assumes all quarter-quarter sections are the same size and shape, but in fact many sections are irregular in size which can create irregular quarter-quarters. Because of this, some well locations were inaccurately placed in an adjacent quarter- quarter section. Wells of cancelled or abandoned status were excluded from this dataset. In July of 1999 the entire database was transfered as a MDB file to SDVC. This database file included permit no., location in Township/ Range/Section/QQ, permit status, use code, priority date, yield, well depth, static water depth, main water bearing zone (mwbz) top, mwbz bottom, and county. This database file contained 92,165 individual records. The file was then sorted and exported to a text file containing only a unique identifying number and locational information. Next, the identifying number, township, range, section, and qq were run through an ArcView Avenue program called TRS-CONV.AVE which was created by Phillip Polzer in 1998 and edited by Chris Arneson in 1999. This routine generates point locations within an ESRI GIS Shape file from township/range descriptions. These new GIS locations are based on the digital 1:100,000-scale PLSS GIS layer published by the WWRC and distributed by SDVC (CITE HERE). This program excludes database records that contain TRS locations not recognized on the 1:100,000-scale USGS quadrangles for Wyoming. These include spots within federal wilderness areas which were never formally surveyed and permits that contain TRS errors in the Access database. Accuracy from this routine is limited to the nearest 40 acre parcel and the accuracy of the source USGS 100k quadrangles. The final Shapefile was then converted to an ArcInfo coverage and rejoined to the attribute database.
