AUTHORIZATION
The 1996 Wyoming Legislature directed the Wyoming Water Development Commission (WWDC)
and the State Engineer's Office (SEO) to prepare a proposal for updating the 1973 Wyoming
Framework Water Plan. In 1997 the legislature appropriated funds for a water planning feasibility
study. The WWDC and SEO choose the Bear River Basin as a pilot area to test planning
assumptions, cost estimates and public involvement techniques. During the feasibility study, the Water
Resources Data System (WRDS) at the University of Wyoming has provided technical database
support of the planning effort. The three agencies (WWDC, SEO and WRDS) make up the state
water planning team.
