In January 1998, over 80 local citizens selected the Bear River Basin Advisory Group at a public
meeting in Evanston. The group was chosen by the public to advise the state planning team on
water planning issues during the feasibility study in the basin. As members of this advisory group
we met monthly through the summer of 1998 to develop recommendations and water issue
priorities in advance of the 1999 recommendations to the legislature on statewide water planning.
Attached you will find our report. Included with our recommendations are guidelines for forming
similar groups in other river basins around the state. Regardless of our various viewpoints and
interests, we believe that statewide planning will be crucial to the future of our river basin and
others around the state. The opportunity to involve local citizens in the decision making process is
vital as we tackle new challenges in the next century.
We look forward to working with the planning team as they implement basin planning in the Bear.
The tools provided by the plan will assist us in dealing with our water problems in a way that
keeps local priorities first. The combination of descriptive basin plans and a forum for water
interests to communicate is our best insurance that our most valuable resources will be viable and
productive far into the future.
